PTC MEETING

MAY 26, 2009

Sock Hop Debrief: A huge success.  The Final number on the amount raised is $5798.40. Everyone agreed it would be a good fundraiser to continue.  Ideas were shared on how to involve the kids more.  Dance competitions, dance off, and games were some ideas shared.  The cakewalk and raffle will be fine tuned for next year.  Also, more handmade items are wanted for the silent auction.  Potential dates for the Sock Hop next year are Nov. or Feb. (a Valentine’s Day Sock Hop).

Fundraisers and Budget: This year’s fundraising was evaluated.  Everyone liked doing one big fundraiser for the year.  More community events were talked about.  The school’s community musicians and bands were mentioned as a fun way to fundraise if they were interested.  Also a Winter Fair.

Script averaged $500 a month, 1/2 card and 1/2 scrip paper.  An easy way to earn money.  Scrip will be sold this summer for our school through Tracy Harding at Sat. morning markets 9am-1pm.

Community members strongly felt we should have grant writers.  There are lots of grants out there to be tapped that would benefit our school.  If you  have any experience and are interested please contact the Staff or one of the PTC officers.

Lauren Fennell  presented the current budget. You may find a copy of this with itemized categories on the PTC board in the Parent Corner.  A budget for next year is being worked out so we have continuous goals in our fundraising efforts.

Box R: Patti Ruiz has sent out packets of information to be returned ASAP regarding the overnight to Box R.  Even with a bus, private vehicles are needed.Tonya Graham is organizing cars who have been cleared by the DMV to Box R.  Student permission slips and medical forms are  needed right away for them to organize successfully.  Schedules and menus can be found at the school and on thejohnmuirschool.com site.  A sign up sheet to help out with set up/meals/clean up etc. will be @ school and/or up at the camp site.  Also, feel free to jump in when you see something to be done!  This is a school and community event so lets all have fun, get to know one another, and help each other out.

PTC officers and Site Council: We need a President, Treasurer, and Secretary for next year PTC.  Please see Pauline Black, Lauren Fennell, Maribeth Beaudoin, or Patti Ruiz if you are interested or have a nomination.  Lauren has offered to be Treasurer again if someone would take over Scrip,  It would be nice to have this established for next year.  The first fall meeting we will have to fill the spots.  We also need 1 new parent for the Site Council.  Please see Maribeth or Grant.  It’s a great way to be in the loop and involved!

 

OTHER NEWS: Kait Fairchild reported Charter School investigations will continue next year.

Patti Ruiz summarized discussions ot the loft removal by the district.  More info on the PTC Board.  We talked about a letter being written and signed by all schools involved and presented at the June 8th School Board mtg. regarding the “new” safety policies being pushed thru and the lack of detailed communication. It was noted that not all parents feel the responses received by the superintendent are inadequate and they are uncomfortable presenting concerns in a public forum.

SOCK HOP FUNDRAISER A HUGE SUCCESS!!! PDF Print E-mail

A HUGE THANK YOU to all the parents, business people, staff and children who made our annual Sock Hop Fun(d)raiser such a success.

The silent auction, cake walk, food sales and spontaneous cash donations at the door all helped us reach our goal of $6,000.  These monies will go a long way toward

helping us maintain the quality of our arts and music program.

INFO PACKET SENT HOME THURSDAY, MAY 21st

ALL JM STUDENTS MUST COMPLETE A SEPARATE GREEN PERMISSION FORM and parents need to sign the pink medical form. One pink form for each JM child is preferred.

ADD TO YOUR GEAR LIST - WATER BOTTLE PER CHILD and snack in brown bag lunch in case we get delayed at check in.

Look for flyers, emails, and food and duty roster sign up sheets in the lobby all this week and next week.  Also,  keep checking our web site www.TheJohnMuirSchool.com

So far all expenses are being covered with PTC funds and generous food donations. 

Parents of children grades K-4 who cannot attend should arrange through their teacher to have a designated "foster family".  

Kids sleep 5 or 6  to a teepee in sleeping bags with a designated parent or two.    Olders typically sleep outside in their sleeping bags.  A gear list will be sent  soon.

We will have all the comforts of home - kitchen, bathroom, showers, pond w/ zip line, ropes course and, of course bon fire area.  Check out www.BoxRranch.com

We will be counting heads for transportation, permission and health forms, food quantities, and sleeping accommodations.

TRANSPORTATION:  We have reserved a bus that seats 50.  Preschoolers cannot ride on the bus.  We will still need to coordinate private vehicles.  Tonya Graham will be coordinator.

SCHEDULE:  Tentative - Will go something like this:  

9 A.M. Monday, June 1st, arrive at JMS as usual. Make sure your health forms are complete.

9:30 A.M.  Load up on bus and in private vehicles 

Hike at Tubb Springs on the way and eat brown bag lunch

12 NOON - Arrive Box R Ranch,  unload, disperse to tipi sites

2-4 P.M. Swim - We have hired two certified Lifeguards.

4-6 P.M.  Hike or ropes course

6 P.M. Dinner Monday  - Chili (vegetarian available), corn bread, salad & baked goods

Tuesday Breakfast:  Pancakes plus

Clean up sites/kitchen, etc

Maybe hike

Check out 11AM

Swim 11:30 A.M. to 1pm w/ picnic lunch,

load up on bus or private vehicle and get home by 2:45 P.M

SOCK HOP UPDATE – Jen Damon-Tollaere

Please spread the word about the May 15 Sock Hop. Admission and dancing is free. Other activities will include “estimation” jars, cake walks & door prizes. Raffle tickets will be available at the door. Items can still be donated for raffle but business names will not be included on raffle ticket.  This is the last week (May 4-8) to donate handmade or recycled items and services.

Please bring your personal non-recyclable cups to the Sock Hop for juice and water consumption.

Volunteers are needed the day of the Sock Hop for set up AND clean up. Please contact Jennie or sign up in the lobby area. Set Up from 3-6pm (Sock Hop starts at 6:30pm and wraps up about 8:30pm).

Weekend Raffle Ticket sales began in front of selected stores last  Saturday, May 2, with good results.  Albertsons, Shop n Kart, Co-op and Market of Choice have all elected to participate. Sign up sheets for 2 hour slots are  posted in the Lobby. Contact Jennifer Crane for more information.

A fund raising goal “thermometer” has been placed in the lobby to keep everyone aware of how well we are meeting our goal.

Sock Hop food. Parents wishing to donate food items are asked to make nutritious dinner time snacks as the Sock Hop will encompass the dinner hour. Contact Joan Kleen for more information or look for a sign up sheet in the lobby.

ALL SCHOOL OVERNIGHT CAMP OUT - BOX R RANCH

Planning for the All school camp out of June 1& 2 is underway. Amy Korth is taking the lead for now. New safety requirements necessitated  hiring two specifically qualified lifequards. We appear to have enough parents who are Registered Nurses coming to meet the requirement. Marcia will look into getting a bus. Each parent will need to fill out a health form and sign a release unless we can use the school form. We will keep you posted. Look for sign up sheets in the lobby. Contact  person is Amy Korth.

To account for one too many snow days, the last day of school district wide is now June 11.

GRADUATION

Eight grade graduation plans are currently up in the air because of the end of the year date change. Marcia will keep up posted.

CHARTER SCHOOL INVESTIGATION – Kait Fairchild

As part of the PTC efforts to ensure the JMS sustainability, Kait investigated the pros and cons of Charter school status. As a Magnet school we are funded and overseen by the public school system. Kait handed out a summary of her research (see attachment at end of document). There was brief general discussion comparing Magnet School status with Charter School status. The JMS already meets many of the general criteria for becoming a Charter School. It was felt by those present we should continue the investigation and Kait agreed to continue with her research and report back to the PTC.

PRINCIPAL’S ROLE AT JMS - PATTI RUIZ

Rather than focus specifically on the principal’s role in supporting the JMS, Patti expressed her overarching concerns regarding the District’s ability to support and sustain the JMS with current policy. District policy was created, in good faith, to support the existing school models of the time. The JMS is a different school model and some of the current policies limit creative efforts rather than promote and support them. Patti stated she believes policy expansion is needed to ensure John Muir School sustainability.

Patti received strong support from those present and suggested the PTC form subcommittee(s) to :

1) Identify current district policies in need of expansion to accommodate the JMS model; investigate said policies; present creative solutions and work together with the District to ensure timely implementation.

2) Establish a presence in the community to ensure future policies and actions at all levels include the needs of the newer JMS model. This would be accomplished by at least one PTC member attending every meeting of groups like the School Board, Safety committee, Site Committee, financial committees, etc.  If the groups meeting do not have public a public forum,  establishing a working relationship through some other form of on-going communication.

Through this type of effort we could better support our teachers, administrators and school board. Patti will attend the Tuesday, May 5th, Staff meeting with Deb Pew to get her suggestions on ways to proceed.

ASF UPDATE – Jen Damon-Tollaere

Jennie sends a big "Thank you" to the 9 parents who participated on the John Muir ASF phone drive night and those who’s participated on alternate nights as well. JMS stands to receive $7000.00 if ASF reaches their fund raising goals. At the time of this email they are very close to goal, so encourage everyone you know to contribute.

PTC BUDGET UPDATE – Lauren Fennell

Lauren gave a financial update to the group.  March was a very good month with $626.11 in Escrip and ShopNKart receipts for the month!  We spent a total of $1373.95 during March. How we can continue with the sale of Scrip over the summer has not been determined.  Any ideas? Volunteers to be point people?  For a detailed financial report, please call Lauren at 482-7360.

FUNDRAISING (general)

Steve Rice has been working on one way to solicit donations outside the community. He asked if there was any objection to proceeding with a donation option button for the new web page (thejohnmuirschool.com). No objections were voiced and he will activate the option.

Steve raised the idea of selling items on eBay. Several parents present vouched for the success of selling on eBay. Contact Steve Rice or Linda Schaeff if you have items you would like to donate.

A small group of parents will be working on the Year Books for 2007-2009 to be placed on line. Please contact Steve Rice or Kait Fairchild if you have pictures, ideas or can help with current or historical information.

Federal Definition of a Charter School
A public school that:
(A) in accordance with a specific State statute authorizing the granting of charters to schools, is exempt from significant State or local rules that inhibit the flexible operation and management of public schools, but not from any rules relating to the other requirements of this paragraph;
(B) is created by a developer as a public school, or is adapted by a developer from an existing public school, and is operated under public supervision and control;
(C) operates in pursuit of a specific set of educational objectives determined by the school’s developer and agreed to by the authorized public chartering agency;
(D) provides a program of elementary or secondary education, or both;
(E) is nonsectarian in its programs, admissions policies, employment practices, and all other operations, and is not affiliated with a sectarian school or religious instruction;
(F) does not charge tuition;
(G) complies with the Age Discrimination Act of 1975, Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, section 504 of the Rehabilitation Act of 1973, and Part B of the Individuals with Disabilities Education Act; (H) is a school to which parents choose to send their children, and that admits students on the basis of a lottery, if more students apply for admission than can be accommodated;
(I) agrees to comply with the same Federal and State audit requirements as do other elementary and secondary schools in the State, unless such requirements are specifically waived for the purpose of this program;
(J) meets all applicable Federal, State, and local health and safety requirements;
(K) operates in accordance with State law; and
(L) has a written performance contract with the authorized public chartering agency in the State that includes a description of how student performance will be measured pursuant to State
assessments that are required of other schools and pursuant to any other assessments agreeable to the authorizing agency.
What is a charter school?
A charter school is a public school that receives public funds under a written agreement – a charter – that outlines student performance goals and educational services the public charter school will provide. Charters are excluded from many statutes and rules guiding traditional public schools.
In exchange for this freedom from regulation, the public charter school guarantees in its written agreement (charter) certain levels of student performance.
When does the law become effective?
Governor John Kitzhaber signed SB 100 and HB 2550 on May 27, 1999. The provisions of the law that allow public charter schools to be created became effective on Sept. 24, 1999
Who can sponsor a public charter school?
The law allows for only two sponsors: a local school board or the state Board of Education. The state Board can only sponsor a public charter school if the application is denied by a school board.
Can a private or religious school convert to public charter school status?
No. This is specifically prohibited by the law.
What should the charter proposal contain?
The proposal must include at least the following:
* Identification of the charter applicant
* Description of the curriculum
* Projected enrollment and the ages or grades to be served
* Address, facilities and physical location of school
* School’s proposed budget and financial plan
* Description of staff and teacher qualifications
* Name of the proposed school
* Description of the expected results of the curriculum
* Target student population the school will serve

* Description of admission policies and application procedures

* Standards of student behavior and procedures for student discipline, suspension or expulsion
* Date of beginning operation
* Description of the school’s philosophy and mission
* Governance structure
* Description of any distinctive learning or teaching techniques
* Statutes and rules that will apply to the school
* School calendar, including length of school day and year
* Arrangements for special education services
* Length of the charter
* How program review and fiscal audits will be conducted
* Plan for insurance or performance bonds
* Information on how community groups will be involved in planning and development
* Plan for what will happen with employees and students if the charter is terminated or not renewed
* Other information the school board considers relevant to the formation or operation of a public charter school.
What criteria must a school board use in reviewing an application?
A board must evaluate a proposal within 60 days of its receipt, at a public hearing and using specific criteria. The evaluation criteria listed in the law are used in the following questions. Many of the terms used are vague and left undefined in the law. OSBA suggests that boards should define terms in their policies and procedures for public charter schools.
* Is there demonstrated, sustainable support for the public charter school by teachers, parents, students and other community members?
* Is the applicant capable of providing comprehensive instructional programs?
* Has the applicant answered or addressed the necessary information required by the law and by the school district? The OSBA created a comprehensive list of proposed requirements a district should consider, ranging from facility use agreements to emergency procedures and distribution of educational materials. This information is in draft form.
* If the applicants are seeking to convert an existing public school, are there alternative arrangements for students, teachers and other school employees who choose not to attend or be employed by the public charter school?
* Can the applicant demonstrate financial support for the public charter school? (Examples include grants from the sponsoring school district, fees and support from the community for facility rental, instructional materials, utilities, insurance, etc.)
* Is the applicant capable of providing comprehensive instructional services to students identified as low-achieving?
* Is the value of the public charter school outweighed by any (as quoted in the statute) "directly identifiable, significant and adverse impact on the quality of the public education students residing in the school district in which the public charter is located?"
* What are the arrangements to meet the needs of special education students and those with disabilities, as required by law?
What timelines must a board follow?
See the Charter School Application Process for the schedules and steps a board must follow after receiving a charter application.
What happens if a board denies a charter application?
The applicant may appeal the decision of the school board to the state Board of Education. Ultimately the state Board may become the sponsor. (See the Charter School Application Process.)
Can a charter be terminated?
Yes. During the term of the charter, the school can be terminated by the sponsor for the failure to:
* Meet the terms of an approved charter, or any provision of law;
* Meet the requirements of student performance stated in the charter;
* Correct a violation of federal or state law;
* Maintain insurance as described in the charter; and
* Maintain financial stability.
If the charter is terminated, the sponsor must notify the charter’s governing body at least 60 days before the proposed effective date of termination. The governing body may request a hearing by the sponsor and may appeal its decision. If the school board is the sponsor the appeal is to the state Board of Education. If the state Board is the sponsor, the appeal is to the circuit court in Marion County.
How are students chosen?
Enrollment is voluntary. Any student living in the district in which the charter is located may enroll. If applications from resident students exceed the school’s capacity by program, class, grade level or building capacity, the charter must select students through an equitable lottery process.
Can special education students attend a charter school?
Yes. However, the resident school district of a special education student is responsible for providing any required special education and related services.
How are employees selected?
Staff assignment to a public charter school is voluntary. The charter school’s governing body controls employee hiring. The "employer" of the public charter school employees may either be the sponsoring entity or the public charter school governing body.
Does Oregon’s collective bargaining law apply to charter employees?
If the local school district is the sponsor and also the employer of the public charter school, then the employees may be covered by existing collective bargaining agreements.
Charter school employees may organize to form a bargaining unit and bargain under Oregon’s collective bargaining law with their employer if:
a. The state Board is the sponsor and also the employer, or
b. If the public charter school governing body is the employer.
Do all public charter school teachers need to be licensed?
No. At least one-half of the charter school’s total full-time equivalent (FTE) teaching and administrative staff must hold a valid teaching license issued by the Teacher Standards and Practices Commission (TSPC). The other teachers must be registered with the TSPC.
How is student transportation handled?
The charter school must provide student transportation and may negotiate with a school district for these services. Districts must provide transportation to students attending charter schools within their boundaries in the same manner they currently provide transportation to students attending private school within their boundaries. Students must use current bus stops and routes. School districts are not required to alter or add bus routes to provide these transportation services.
Charter student transportation costs will be reimbursed by the state at the same rate as are other transportation costs.

All School Overnight Camp Out - June 1 & 2, 2009 PDF Print E-mail

The JM community first visited the Box R Ranch at the conclusion of our first official school year 2006-07.  The setting provided a wonderful opportunity for reflection and community bonding.  

We are excited to be returning this year for another all school overnight camp out on June 1 & 2.

Civilized camping at its best with Tee Pees, a swimming pond complete with adult size zip line, ropes course, hiking, large bon fire area, incredible kitchen and eating area - all surrounded by forest.  

Look for information and sign up sheets in early May.  Amy Korth is heading up the food committee.
